Jesus Institutes the Power to Forgive Sins
Matthew 9:6-8
But that you may know that the Son of man hath power on earth to forgive sins, (then saith he to the sick of the palsy,) Arise, take up thy bed, and go into thy house. And he arose, and went into his house. And the multitude seeing it, feared, and glorified God that gave such power to men.
Matthew 16:19
And I will give to thee the keys of the kingdom of heaven. And whatsoever thou shalt bind upon earth, it shall be bound also in heaven: and whatsoever thou shalt loose upon earth, it shall be loosed also in heaven.
Matthew 18:18
Amen I say to you, whatsoever you shall bind upon earth, shall be bound also in heaven; and whatsoever you shall loose upon earth, shall be loosed also in heaven.
John 20:22-23
When he had said this, he breathed on them; and he said to them: Receive ye the Holy Ghost. Whose sins you shall forgive, they are forgiven them; and whose sins you shall retain, they are retained.
Priests Possess the “Ministry of Reconciliation”
2 Corinthians 5:18-2
And all things are of God, who hath reconciled us to himself by Christ, and hath given to us the ministry of reconciliation. For Christ therefore we are ambassadors, God as it were exhorting by us.

James 5:14-16
Is any man sick among you? Let him bring in the priests of the church, and let them pray over him, anointing him with oil in the name of the Lord. And the prayer of faith shall save the sick man: and the Lord shall raise him up: and if he be in sins, they shall be forgiven him. Confess therefore your sins one to another: and pray one for another, that you may be saved. For the continual prayer of a just man availeth much.
1 John 1:9
If we confess our sins, he is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness.

Old Testament Practice
Leviticus 5:5-6
When anyone becomes aware that they are guilty in any of these matters, they must confess in what way they have sinned, and as a penalty for the sin they have committed, they must bring to the Lord a female lamb or goat from the flock as a sin offering, and the priest shall make atonement for them for their sin.
Numbers 5:6-7
Say to the Israelites: 'Any man or woman who wrongs another in any way and so is unfaithful to the Lord is guilty and must confess the sin they have committed. They must make full restitution for the wrong they have done, adding a fifth of the value to it and give it all to the one they have wronged.'
Nehemiah 9:2-3
Those of Israelite descent had separated themselves from all foreigners. They stood in their places and confessed their sins and the wickedness of their ancestors. They stood where they were and read from the Book of the Law of the Lord their God for a quarter of the day, and spent another quarter in confession and in worshiping the Lord their God.
